Phuket guide

Buying property in Rawai and Nai Harn, Phuket.

Rawai and Nai Harn, at Phuket’s southern tip, are where many long-stay foreigners actually live: villas and low-rise condos, a settled community and Phuket Town around 20 to 30 minutes away. This page covers the two areas compared, Rawai’s land and building-line disputes, water and roads, and what villas resell for.

Rawai and Nai Harn are for buyers who plan to live in Phuket rather than holiday there. They sit at the island's southern tip in Rawai subdistrict of Mueang Phuket. Villas and low-rise condos line the roads inland, and a foreign community has been settling here for decades. Phuket Town is 15 to 17 km away and the airport roughly an hour. Rawai also has more seafront legal history than anywhere else on the island, and a buyer should know it.

Rawai or Nai Harn?

Rawai is the shore with the long-tail pier for the islands, the seafood market beside it and the Chao Lay sea-gypsy village next door. It is a working beach, not a swimming one. Inland are Wiset Road and the Saiyuan area.

Nai Harn, over the hill to the west, is the beach people come south for. Behind it is a freshwater lake with a loop of about two kilometres that residents walk and run, and Wat Nai Harn stands between the lake and the sand. The coast road north of Nai Harn climbs around Krathing Cape, with sea views and a history of planning rows.

In the dry season, roughly November to April, Nai Harn is the place to swim. In the south-west monsoon it takes big surf, rip currents and red flags, and residents should take the flags as seriously as visitors.

What is the Chao Lay land dispute?

The Urak Lawoi, or Chao Lay, have lived on Rawai Beach for generations. On 27 January 2016 about 70 of them clashed with a group of men reportedly hired by Baron World Trade Co, which held a title deed to a 33-rai plot under their village. On 31 January 2017 the Phuket Provincial Court threw out the company's case. It found that the community had been on the land before the deed was issued in 1965, and cited film of King Bhumibol's visit to the village in 1959.

A Thai title deed is strong evidence, but it is not the last word when there is a prior community or a claim to public land. On any Rawai seafront plot, ask your own lawyer to check who was living on or using the land before the deed was issued. Our foreign ownership guide covers how leases and condo titles sit on top of that.

Why does Rawai's building line matter?

Phuket's coastal rules set height and use limits measured from the shore, but the line they are measured from has been contested. Rawai Municipality has long used its own reference, the so-called OrBorJor line. The test case is Eva Beach, a scheme of 22 two- and three-storey beachfront villas once priced at ฿32.6m to ฿46.7m each.

In 2017 an administrative court found that the buildings exceeded height limits, broke spacing rules and did not match their permit. On 15 September 2023 the Supreme Administrative Court ruled against the Rawai mayor and ordered the unlawful structures removed. In its findings, parts of the project had been built under improperly issued permits, and the landscaping extended onto public land. As of August 2025, demolition was still being delayed by fresh lawsuits from successive buyers.

The lesson for a buyer is blunt: a permit from Rawai Municipality is not proof that a seafront building is lawful. The island-wide coastal limits are summarised on our Phuket page.

Water, roads and the rains

  • Water. In October 2025 a Phuket MP told parliament that shortages happen every year. He named Rawai and Chalong among the high-demand areas where stopgap supplies fall short, and said the Provincial Waterworks Authority has had to cut pressure and supply water in rotation. Ask any seller how the house is supplied, whether it has storage tanks and what tanker water costs in March.
  • Roads. In heavy rain in September 2024, a 50-metre stretch of the verge of Wiset Road in the Saiyuan area collapsed. Estate roads off the main routes vary a great deal, so drive them in the wet season.
  • Getting out. The airport is about 46 km away, and an hour is a fair allowance. Phuket Town and the private hospitals are 20 to 30 minutes north through Chalong.

Who lives here, and what do villas resell for?

This is a residents' market. Long-stay foreigners, retirees, families at Lighthouse International School's Chalong and Rawai campuses or Rawai Progressive International School, and remote workers rent by the season or the year. That steadies income across the monsoon. If you are retiring here, remember the UK state pension is frozen in Thailand. Our visa and residency guide compares the long-stay routes.

Prices are lower than on the north-west coast. In August 2025 C9 Hotelworks, citing FazWaz, put the median resale villa in Rawai at ฿15.3m (about £344,000), against ฿18m in Choeng Thale. Its May 2025 report found three-bedroom villas in Rawai asking up to ฿42.7m and one-bedroom condos up to ฿15.4m. The resale market is where the opportunity lies, provided the plot history, the water supply and the drive have been checked.

How we source in the south

Not at present. Our Phuket projects are on the west coast in Kamala and Bang Tao. For the south, we work to a brief. Give us the area (Nai Harn lakeside, Rawai inland or the Krathing Cape hills), the number of bedrooms and your budget, and we will report back on what is available, resales first, along with any questions about water or title.
