Oman visa and residency guide for investors

This guide explains how owning property in Oman can lead to residence for you and your family, what each route involves and what to check before you buy. The rules have moved on since 2025, so this edition sets out the position as it stands now, and the desk confirms current conditions on every purchase.

Oman links residence to a sponsor. For most foreigners that sponsor is an employer. Property owners in designated Integrated Tourism Complexes (ITCs) are the exception that matters to investors: buying freehold in an approved complex opens a residence route that does not depend on a job or a local partner.

RESIDENCY IN OMAN GUIDE

How Residency Works in Oman

Residence cards are issued by the Royal Oman Police. The card lets you live in the country, makes it easier to open a local bank account and register utilities, and lets you come and go without a tourist visa. It does not, on its own, give you the right to work. Employment still needs its own permit through an employer.

Residence is also separate from citizenship. Owning property in Oman does not lead to Omani nationality, and residence lasts only as long as you continue to meet the conditions of the route you hold.

Visa and Residency for Property Investors in Oman

There are two property-linked routes to understand. The first is the residence that comes with ITC ownership. The second is the longer investor residency programme, which sets a minimum investment value and runs for a longer term. Both are subject to conditions, and both have been revised over the years, so we confirm the paperwork on every purchase.

The six steps below outline how the investor residency programme runs. The ITC-linked route, which most buyers of a single home will use, is set out step by step further down this page.

Step 1: Property Investment

The programme is administered through the Ministry of Commerce, Industry and Investment Promotion. It has been structured in tiers, with a larger investment attracting a longer residence term. Property can count towards the qualifying investment, alongside other routes such as investment in a company or in government bonds.

Since September 2025 the investor route has been the Golden Residency: a ten-year, renewable residence card for an investor who commits at least OMR 200,000 through an approved channel, one of which is completed property with a title deed in an Integrated Tourism Complex (Ministry of Commerce, Industry and Investment Promotion, Golden Residency programme; checked October 2026). It replaced the earlier tiers, under which property worth OMR 500,000 brought a ten-year card and OMR 250,000 a five-year card. Published figures have differed during the changeover, so the desk confirms the current threshold, the property types that qualify and whether assets can be combined before you commit.

Step 2: Gather Documentation

Expect to provide passport copies, photographs, evidence of the qualifying investment such as the registered title deed, proof of financial standing and a police clearance certificate. A medical check is carried out in Oman. UK documents generally need to be legalised before they are accepted, so start this early, as it is often the slowest part of the process.

Step 3: Submit Application

Applications go through the ministry's own channels. Many buyers use the developer, a local agent or a licensed adviser to prepare and submit the file, because a missing or unlegalised document is the most common cause of delay. Keep a complete copy of everything you submit.

Step 4: Application Review

The authorities check the investment, the documents and the background checks. Timings vary with the case and the time of year, so we do not quote a fixed period. Where the investment is an off-plan property, the review generally waits until title is registered in your name, which is usually at or near completion.

Step 5: Visa Issuance

Once approved, a residence card is issued for the term attached to your tier, typically five or ten years under the programme as it has been structured. It is renewable while you continue to hold the qualifying investment and meet the conditions in force at the time. You will need to be in Oman for biometrics.

Step 6: Family Residency

Spouses and dependent children can usually be added on the back of the main investor's residence. Each family member needs their own documents and medical check, and marriage and birth certificates must be legalised first. A missing stamp on one certificate can hold up the whole family's application.

Understanding Residency Through Property Investment in Oman

The investor route rewards a larger commitment with a longer term, and the card is renewable while the investment is kept. Selling or reducing the investment below the threshold affects your status and that of any family members you sponsor.

For most buyers of a single apartment or townhouse, ITC residence is the more relevant route. The programme suits buyers placing a larger sum into Oman who want a longer term without frequent renewals.

Tier One Residency

Under the tiers that ran until 2025, the higher tier carried a ten-year term for a property investment of OMR 500,000 or more. Its ten-year term now sits with the Golden Residency, at a lower OMR 200,000 entry point. The usual personal conditions apply:

  • You must meet the minimum age set by the rules.
  • You need a valid passport for the period the authorities require.
  • You must show financial standing.
  • You need a clean criminal record and a satisfactory medical check in Oman.

Tier Two Residency

The lower tier carried a five-year term for OMR 250,000 and closed to new applicants when the Golden Residency opened. If your purchase sits close to the Golden Residency threshold, decide before reservation whether you are aiming for it, as it may affect which unit you choose.

Types of Investor Residency in Oman

Buyers who applied before September 2025 may still hold five- or ten-year tier cards, renewable on the old terms. New applicants choose between the residence that comes with an ITC home and the ten-year Golden Residency. Both require the investment to be kept for the life of the card.

1. 10-Year Residency (Tier One)

The ten-year term means fewer renewals and more certainty for a family planning a long stay. Today it comes through the Golden Residency, from OMR 200,000 (Ministry of Commerce, Industry and Investment Promotion, Golden Residency programme; checked October 2026). The desk confirms whether property alone, or property combined with other assets, can meet it.

2. 5-Year Residency (Tier Two)

The five-year investor tier, at OMR 250,000, no longer takes new applicants. For a buyer below the Golden Residency threshold, the renewable residence that comes with an ITC home is the route to use.

Where Can Foreigners Buy Property in Oman?

ITCs are master-planned developments licensed by the government for tourism and residential use, where foreigners can hold freehold title. The government has also widened foreign ownership in some other zones, but the ITCs remain the established route for residence. Examples in and around Muscat include:

  • Al Mouj Muscat, a marina community with golf, a beachfront and shops, close to the airport.
  • Muscat Bay, set between mountains and sea on the coast south-east of the city.
  • Muscat Hills, a golf-centred community in the city's western suburbs.
  • AIDA, a hillside scheme on the same stretch of coast, set high above the sea.

Further complexes sit along the coast and in Salalah. You can see current stock across these schemes on our Oman off-plan property for sale page.

Investment Benefits

The case for buying in an ITC rests on a few solid points rather than headline promises:

  • Freehold title registered in your name with the Ministry of Housing and Urban Planning.
  • A route to renewable residence for you and your family, subject to conditions.
  • No personal income tax for individuals at the time of writing. A personal income tax on higher earners has been announced from 2028.
  • Managed rental programmes in many complexes, which suit owners based in the UK.
  • Staged payment plans on off-plan stock.

No yield, growth rate or return is guaranteed. Where a developer quotes figures, the desk sets out the evidence behind them for the specific scheme. Our guide to rental returns in Oman explains how rental programmes work.

Oman Visa and Residency for property investors

Key Benefits of Omani Investor Residency

  • Stability. A renewable residence card that does not depend on an employer or a local sponsor.
  • Family. A spouse and dependent children can usually be sponsored.
  • Everyday practicality. Easier banking, utility registration and travel in and out of Oman without a tourist visa.
  • Access to services. Use of Oman's private healthcare and international schools as a resident, typically with private insurance and school fees.

Residence does not give the right to work, and it does not change your UK tax position on its own. Both points are covered under legal considerations below.

Step-by-Step Application Process

The sequence below reflects how most ITC-linked applications run. The detail varies by complex and from year to year, which is why we work through it with each buyer.

Step 1: Choose an Eligible Property

Confirm the scheme is a designated ITC and that the unit type qualifies for residence. Ask your independent lawyer to check the developer's licences, and ask the developer when title will be issued.

Step 2: Prepare Your Documents

Gather the paperwork early. Expect:

  • Passport copies and photographs.
  • The title deed, known locally as the mulkiya, once title is registered.
  • Proof of address.
  • Marriage and birth certificates for family members, legalised for use in Oman.
  • A clean criminal record certificate.

Step 3: Submit Your Application

Title must be registered first, and registration fees apply at the Ministry of Housing and Urban Planning at that point. The developer or a local agent normally handles submission of the residence application. You will need to be in Oman for biometrics and the medical check, so plan a visit around it.

Step 4: Approval and Residency Permit Issuance

Once approved, the residence card is issued by the Royal Oman Police for the stated term. Spouses and dependent children can then be sponsored, each with their own documents and medical.

Step 5: Maintaining Residency

A residence card is not a one-off. It needs renewing before it expires, and renewal depends on you still owning the qualifying property and meeting the conditions in force at the time. Selling the property, or transferring it out of your name, will affect your status and that of your family.

  • Keep certified copies of your title deed, residence card and passport together.
  • Diary renewal dates for every family member, not only the main card holder.
  • Tell the desk if your circumstances change, such as a marriage, a new child or a sale.

There may also be expectations about time spent in Oman. Long absences can cause difficulty with some residence types, so check how seasonal use sits with the route you hold. Letting is normally compatible with ITC residence, but confirm this with the complex operator, particularly if the unit sits in a managed rental programme.

Legal Considerations

Title. ITC ownership is freehold and registered in your name with the Ministry of Housing and Urban Planning, where registration fees apply on transfer. The desk confirms the current fee on each purchase. You can sell, let and pass on the property, subject to the rules of the complex and Omani law.

Timing. On an off-plan purchase, title is normally registered at or near completion, and the residence application follows from that. If residence is a priority, ask at the outset when title will be issued and whether the developer can support an earlier application.

Renewal. The term of an ITC residence card and the renewal process are set by the authorities and have changed over time. Earlier guidance quoted a fixed renewal period; we confirm the current one when you buy.

Tax. Becoming resident in Oman does not by itself end your UK tax residence, which is decided under UK rules on your days in the country, your ties and your circumstances. Speak to a UK tax adviser before assuming any change.

Succession. Omani law can apply to property located in Oman, and the arrangements it makes for a family may differ from what a UK will intends. A will drawn up to be effective in Oman, or advice on how your existing will is treated, avoids difficulty for your family later.

Oman’s plans for the years ahead

Policy has continued to move. The government has widened foreign ownership in some zones beyond the ITCs, and residence options aimed at investors and wealthier individuals continue to evolve. On tax, there is no personal income tax for individuals at the time of writing, and the government has announced a personal income tax on higher earners from 2028. Its detail will matter most to people who move to Oman and earn there, but it is worth keeping in view as the rules are finalised.

Because these rules change, we check the current position on every purchase rather than relying on older guidance, including earlier versions of this page.

Other Residency Options in Oman

Property is not the only way in. For an overseas buyer who does not plan to work in Oman, ITC ownership is usually the cleanest route, because it does not rely on an employer or a local sponsor. The main alternatives are below.

1. Employment Visa Residency

Most foreigners in Oman hold residence through employment, sponsored by an Omani employer who handles the visa and its renewal. The residence lasts while the job does. If you are moving to Oman for a job, your employer's visa may be simpler, and the property purchase can then be planned around your own timetable.

2. Family Residency Visa

A resident with sufficient income can sponsor a spouse and children on a family visa, with the income threshold set by the authorities. Family members of a property-owning resident are usually sponsored in a similar way, through the ITC route.

3. Student Visa Residency

Students enrolled at recognised institutions in Oman can hold student residence, with the institution acting as sponsor for the length of the course. It ends when the course does, so it is rarely relevant to a property purchase.

4. Retirement Residency

Retirees without employment usually look to property-linked residence, since it needs no employer. Any route aimed specifically at retired foreigners carries its own criteria on income or savings, and the desk confirms what is available when you apply. Our lifestyle guide for expats covers schools, healthcare and daily life.

5. Special Residency for High-Net-Worth Individuals

Oman has introduced longer-term options aimed at investors and wealthier individuals, of which the tiered investor programme above is the main one for property buyers. These continue to evolve, so check the current terms before structuring a larger purchase around them.

If residence is part of your reason for buying, tell us at the start. We will confirm which schemes qualify, what the current conditions are and how the timing of an off-plan purchase affects your application. Book a consultation and the desk will take you through it.

Frequently asked questions

Does buying property in Oman give me residence?

Yes, if the property is in a designated Integrated Tourism Complex. Ownership opens a route to a renewable residence card for the owner, with conditions on documents, health checks and title registration. The desk confirms the current conditions for the scheme you are considering.

Can my family be included in my residence?

Usually, yes. A property-owning resident can normally sponsor a spouse and dependent children, each of whom needs their own documents and a medical check in Oman. UK certificates generally need to be legalised first, so start early.

What are the thresholds for the investor residency programme?

Since September 2025 the investor route is the ten-year Golden Residency, from OMR 200,000 invested through an approved channel, including completed ITC property with a title deed (Ministry of Commerce, Industry and Investment Promotion, Golden Residency programme; checked October 2026). It replaced the five- and ten-year tiers at OMR 250,000 and OMR 500,000. Below the threshold, an ITC home still brings a renewable residence card.

Is there lifetime or permanent residency in Oman?

No. There is no lifetime residence for property buyers. The Golden Residency runs for ten years and can be renewed while you keep the investment, and the residence that comes with an Integrated Tourism Complex unit is renewable in the same way. Citizenship is not available through property.

Can I apply for residence while my property is still off-plan?

Applications generally follow registration of title, which on an off-plan purchase usually happens at or near completion. Some developers can help with timing. If residence matters to you, ask at reservation when title will be issued.

Does residence in Oman allow me to work there?

No. A property-linked residence card lets you live in Oman, but employment needs a separate work permit through an employer. If you plan to set up a business, take advice on the company route.

What are the investment requirements for Oman residency?

For ITC residence, the requirement is ownership of a qualifying unit in a designated complex, registered in your name. The ten-year Golden Residency needs at least OMR 200,000. Thresholds are set by ministerial decision and change, so the desk confirms the current figures.

Where can foreign investors purchase property in Oman?

In designated Integrated Tourism Complexes, which in Muscat include Al Mouj Muscat, Muscat Bay, Muscat Hills and AIDA, with further complexes along the coast and in Salalah. The government has widened foreign ownership in some other zones, and the desk checks each case.

What are the eligibility requirements for investor residency?

Expect to need a valid passport, to meet the minimum age, to show financial standing, to hold a clean criminal record and to pass a medical check in Oman, alongside the qualifying investment. The desk confirms the current list before you apply.

What are the main benefits of Oman's investor residency program?

A renewable residence card that does not depend on an employer, the ability to sponsor a spouse and dependent children, and easier everyday life in Oman. It does not give the right to work or change your UK tax position by itself.

What is the process for applying for investor residency?

Choose a qualifying property, complete the purchase and register title, prepare legalised documents, submit the application through the developer, an agent or the ministry, attend biometrics and a medical in Oman, then add family members. Timings vary, so we do not quote a fixed period.

Can family members be included in the investor residency visa?

Usually, yes. A spouse and dependent children can normally be sponsored on the back of the main residence. Each needs their own documents and medical check, and UK marriage and birth certificates must be legalised first.
