Malaysia visa and residency guide

Most UK and Gulf buyers can own property in Malaysia without ever living there. Residency is a separate decision. For people who want to spend long stretches in the country, the Malaysia My Second Home programme, known as MM2H, is the route that ties the two together. This guide explains how it works since the 2024 revision, what it asks of you financially, and how the property purchase fits into the application.

What follows reflects the programme as revised in 2024. Because the figures have changed more than once, the desk confirms the current tiers, deposits and age rules for your case before you rely on any of them.

British passport holders can enter Malaysia without a visa for short visits, currently up to 90 days. That is enough for viewing trips, signing documents and early holidays in a new home. Gulf nationals can also make short visa-free visits, though the permitted length depends on the passport, so check before you travel. All foreign visitors now complete the Malaysia Digital Arrival Card online before landing.

For longer stays, the main options are:

  • MM2H: a long-term social visit pass for people of means who want to live in Malaysia without working there. It is administered by the Ministry of Tourism, Arts and Culture and now requires a property purchase.
  • Sarawak MM2H: Sarawak controls its own immigration and runs its own version of the programme, with separate criteria.
  • Employment Pass: for people taking a job with a Malaysian employer, which sponsors the application.
  • DE Rantau Nomad Pass: a renewable pass for remote workers employed or contracted outside Malaysia, run by the Malaysia Digital Economy Corporation.
  • Spouse and dependant passes: for family members of Malaysian citizens or of foreign pass holders.

Owning property does not by itself give you any right to live in Malaysia. If residency matters to you, plan the visa and the purchase together from the start, because under MM2H the property becomes part of the application.

Gulf residents with other passports. Many of our Gulf clients are British, European or Asian nationals working in Dubai, Abu Dhabi, Doha or Riyadh. You apply on the strength of your passport, not your country of residence, but your financial records may span two or three countries. Plan the paperwork early so that the source of your funds is easy to follow.

What Is the MM2H Program?

MM2H was launched in 2002 to attract retirees and financially independent foreigners. It grants a renewable, multiple-entry social visit pass that lets you, your spouse and qualifying dependants live in Malaysia for long periods. It is not citizenship and it is not a work permit: holders cannot take up local employment without separate approval.

It suits three broad groups. First, people planning to retire to Kuala Lumpur, Penang or Melaka. Second, families who want a base in Asia with access to international schools. Third, investors who would like the option of spending several months a year in the home they own. If you only intend to let the property and visit for a few weeks a year, you probably do not need MM2H at all.

The programme was suspended and rewritten in 2021, then revised again in 2024. Each change moved the criteria, so treat any figures you read online with care, including those on developer brochures. The desk confirms the current tiers, deposits and age rules with you before you commit to anything.

Sarawak runs its own scheme. Sarawak sets its own immigration rules and operates a separate MM2H programme with its own criteria and application route. If you plan to live in Kuching or elsewhere in Sarawak, the federal tiers described below do not apply in the same way, and the desk will point you to the right process.

Step 1: Understand the MM2H Tiers

Before anything else, choose the tier that fits your budget and your plans. The tier sets the size of your fixed deposit, the minimum value of the home you must buy and the length of your pass, so it shapes the whole purchase.

The 2024 framework sorts applicants into three tiers, Silver, Gold and Platinum, with a separate track for applicants linked to designated special economic and financial zones. The tiers differ in four ways:

  • Fixed deposit: the sum you must hold in a Malaysian bank, which rises from Silver to Platinum.
  • Property purchase: the minimum value of the home you must buy, which also rises by tier.
  • Pass length: higher tiers carry a longer pass before renewal.
  • Age and stay conditions: a minimum age for the principal applicant and a minimum number of days to be spent in Malaysia each year.

The current figures by tier (Ministry of Tourism, Arts and Culture, MM2H criteria in force since June 2024; checked October 2026):

  • Silver: a fixed deposit of US$150,000 and a home of at least RM600,000, for a five-year renewable pass.
  • Gold: a fixed deposit of US$500,000 and a home of at least RM1 million, for a fifteen-year pass.
  • Platinum: a fixed deposit of US$1 million and a home of at least RM2 million, for a twenty-year pass.
  • All tiers: a principal applicant aged 25 or over and at least 90 days a year in Malaysia.

Where the state minimum for foreign buyers is higher than the tier floor, the state figure applies. The ministry has changed these figures more than once, so the desk confirms them for your case before you commit.

The zone track was designed with places such as Forest City in Johor in mind, where a special financial zone has been created. It generally asks for a lower commitment in return for buying within that area. It suits some buyers well and others not at all, because it limits where you can buy.

Which tier fits is mostly a question of how much capital you want to commit in Malaysia, and for how long. A buyer who already intends to purchase a higher-value home may find that a higher tier costs little extra and gives a longer pass. We map this out against the specific homes you are considering, because the tier sets the price floor for the property.

Step 2: Meet the Financial Requirements

The financial test has two parts: a fixed deposit held in Malaysia, and evidence that you can support yourself and your family for the life of the pass. Both are checked before the pass is endorsed.

Fixed Deposit

Every tier requires a fixed deposit with a licensed Malaysian bank. You normally open the account once you hold conditional approval, and the money must stay in place for the life of the pass, subject to any partial withdrawals the current rules allow for approved purposes. Interest is paid at the bank's normal fixed deposit rate. The desk confirms what applies to your tier before you transfer funds.

Choose a bank with dependable online banking, since you will manage the account from abroad for much of the year. Ask how the deposit is renewed when its term ends and what the bank needs from you each time. If the rules allow you to draw on the deposit for an approved purpose, such as the property purchase, clear it with your agent first so that the pass is not put at risk.

Income Proof

Beyond the deposit, you need to show that you can support yourself and your family. Expect to provide:

  • Recent bank statements and evidence of income or assets
  • Personal tax returns, where you file them
  • A medical report from a registered clinic and medical insurance valid in Malaysia
  • Certified passport copies, photographs, and marriage and birth certificates for dependants
  • A certificate of good conduct, where the ministry asks for one

The ministry looks for a consistent picture: income that matches the life you describe, and assets whose origin is documented. Salary slips, pension statements, dividend records or company accounts can all form part of it, depending on how you earn your money.

Gulf residents who are not Gulf nationals, and UK residents with income from several countries, should allow extra time to assemble statements that show a clear source of funds. Malaysian banks apply anti-money-laundering checks to the deposit as well as to the purchase money, and a tidy paper trail avoids delays at both stages.

Step 3: Fulfill the Property Investment Requirement

Since the 2024 changes, MM2H participants must buy residential property in Malaysia. The minimum price depends on your tier, and the purchase still has to clear the normal rules for foreign buyers, which are set state by state.

Minimum Purchase Thresholds

Two floors apply to every MM2H purchase: the minimum value set by your tier, and the state's minimum price for foreign buyers. Where the state figure is higher than the MM2H floor, the state figure applies.

In practice that means checking three things on any home you shortlist:

  • State consent: foreigners need the approval of the state authority to acquire land or strata property, under the National Land Code 1965. Your lawyer applies for it.
  • State minimum price: each state sets a floor for foreign purchases, and it can differ between landed and strata homes, or between Penang island and the mainland.
  • Eligible stock: Malay reserve land, Bumiputera lots and low-cost or affordable housing are not available to foreign buyers.

Older guides quoted tier minimums in ringgit with sterling estimates. Treat those with caution. Both the MM2H floors and several state thresholds have changed since, and exchange rates move. The desk confirms both figures for each home on your shortlist.

Property Guidelines

The home must be residential. Condominiums, apartments, townhouses and landed houses can all qualify, provided they clear the state rules. Tenure varies: many newer developments in Kuala Lumpur are freehold, while leasehold, often for 99 years, is common in other states. Both are open to foreigners, and your lawyer confirms the tenure and any conditions endorsed on the title.

There are also rules on holding the property. An MM2H home generally cannot be sold for a set period unless you are moving to another qualifying property. If you are buying off-plan, confirm early how a home still under construction is treated for the application, because the timing of the sale and purchase agreement matters.

Buyers often start their search in Kuala Lumpur, Penang, Melaka or Johor Bahru, which combine healthcare, schools and services with a wide choice of new-build stock. Judge each project on its own merits, though. Transport links, competing supply nearby and the developer's record matter more than the name of the city.

The Buying Process

The purchase runs alongside the visa application. For a new-build or off-plan home from a licensed developer, the usual order is:

  • Shortlist eligible homes that clear both the state threshold and your tier's minimum.
  • Check the developer's licence, the project's advertising and sales permit and its record of completed schemes.
  • Reserve the unit with a booking fee and appoint your own Malaysian lawyer.
  • Sign the sale and purchase agreement and pay the balance of the deposit.
  • Apply for state consent through your lawyer.
  • Pay the rest of the price by stages as construction progresses, or on completion for a finished home.
  • Take vacant possession and register the transfer in your name once title is issued.

Some Malaysian banks lend to foreign buyers, usually at a lower loan-to-value than for residents and with stricter income checks. Many MM2H applicants pay from their own funds because it keeps the timetable simpler.

Step 4: Submit Your Application

With your tier chosen and your funds and property lined up, the application follows a set order:

  • Choose your tier. Settle on Silver, Gold, Platinum or the zone track based on budget, family and how long you plan to stay.
  • Appoint a licensed MM2H agent. Applications are generally made through an agent licensed by the Ministry of Tourism, Arts and Culture. We work alongside licensed agents and keep their timetable in step with your purchase.
  • Prepare your documents. Passports, financial evidence, medical reports, insurance and family certificates, certified and translated where needed.
  • Submit and receive conditional approval. The ministry reviews the file and, if satisfied, issues a letter of approval with conditions attached.
  • Place the deposit. Open the account and fund the fixed deposit in Malaysia once conditional approval is in hand.
  • Complete the property purchase. Your lawyer handles the sale and purchase agreement, state consent and stamp duty.
  • Endorse the pass. With the deposit and purchase evidenced, the Immigration Department of Malaysia endorses the pass in your passport.

Processing times vary with the ministry's workload and the completeness of your file. The order of the deposit and property steps, and how long you have to complete the purchase after approval, are set by the current rules, so the desk confirms the sequence for your case before you sign anything.

Ask your agent to set out its own fees, the government fees for your tier and exactly what is included, in writing, before you instruct it. Fees vary by tier and by agent, so compare like with like.

Step 5: Obtain Your Visa and Move In

Once the pass is endorsed you can come and go freely while it is valid. Keep three obligations in view. The first is the minimum stay: the current rules ask you to spend a set number of days in Malaysia each year, and time in the country is recorded at the border. The second is that the deposit and the property must stay in place as the rules require; withdrawing funds or selling early without approval puts the pass at risk. The third is renewal, which is not automatic, so start the paperwork well before expiry.

On the practical side, most people open a current account alongside the fixed deposit, register utilities in their own name once the home is handed over, and arrange private health cover suited to their age. Families should apply for school places early in the academic cycle, particularly at British-curriculum schools in Kuala Lumpur and Penang. Our guide to living in Malaysia covers neighbourhoods, healthcare and everyday costs.

Moving in. Allow time to ship belongings, register with a private clinic and get to know the neighbourhood before school terms begin. A relocation firm can handle logistics if you are moving a household rather than a suitcase.

Tax is a separate question from residency. Holding an MM2H pass does not on its own make you tax resident in Malaysia; that depends mainly on the number of days you spend there. UK clients should also consider their position under HMRC's statutory residence test before moving. Take advice in both countries.

The smoothest applications treat the visa and the property as one plan. Choose the tier and the home together, check that the home clears the state's rules for foreign buyers, line up the deposit funds, and time the sale and purchase agreement so that it supports the application rather than holding it up.

To talk through your options, book a consultation. The desk will confirm the current MM2H terms against the properties on your shortlist and tell you where the timing is tight.

Frequently asked questions

Can I get residency in Malaysia by buying property?

Not by the purchase alone. Owning property in Malaysia gives no right to live there. The MM2H programme combines a residential purchase with a fixed deposit and financial checks in return for a long-term pass, and the desk confirms the current tier requirements before you choose a home.

What are the current MM2H tiers?

Since the 2024 revision there are three tiers plus a zone track. Silver: US$150,000 fixed deposit and a home of at least RM600,000, five-year pass. Gold: US$500,000 and RM1 million, fifteen years. Platinum: US$1 million and RM2 million, twenty years (Ministry of Tourism, Arts and Culture, MM2H criteria in force since June 2024; checked October 2026). The figures have changed before, so we confirm them before you commit.

Can MM2H holders work in Malaysia?

MM2H is a social visit pass, so it does not allow you to take up employment with a Malaysian employer without separate approval. Income from investments and pensions held abroad is not affected by the pass itself. If you plan to work locally, you will need an Employment Pass or another work route.

How long does an MM2H application take?

It depends on the ministry's workload and how complete your file is. After conditional approval you still need time to place the deposit, complete the purchase and have the pass endorsed. A licensed agent and a well-prepared document pack make the process faster and more predictable.

Do UK citizens need a visa to visit Malaysia?

British citizens can visit Malaysia visa-free for short stays, currently up to 90 days, and must complete the Malaysia Digital Arrival Card before arrival. That covers viewing trips and signing documents. Longer stays need a pass such as MM2H.
