The routes to living in France.
Our verdict. France suits an entrepreneur rather than a home buyer: the talent residence card for project holders asks at least €300,000 invested in assets in France, personally or through a company you manage or hold 30% of, with jobs created or kept. A spouse and minor children receive their own cards. The catch is the absence of a clock: France publishes no processing time, four months' silence counts as refusal, the card's term is not published, and property does not count. Tax residents are taxed on worldwide income, subject to treaties. Against Luxembourg's investor permit, which parliament has voted to abolish, the minimum is lower and the French card remains open.
